Monitoring energy efficiency policies

ODYSSEE is a European project coordinated by the French Agency for Environment and Energy Management (ADEME) under the SAVE programme ( pdf 117 Ko ) of the European Commission. In operation since 1992, ODYSSEE aims to establish and produce energy efficiency indicators for the various sectors of the economy (industry, transport, etc.) with a detailed breakdown by usage: heating, cooking, domestic hot water, household appliances, etc. The aim is to set up a permanent technical structure to monitor annual sectoral progress in energy efficiency and CO2 emissions, nationally and at the European level.

This initiative is carried out in the 15 European countries by teams that for the most part belong to national energy management and environmental policy agencies.

The project is financed by ADEME and its partners under the SAVE programme ( pdf 117 Ko ) of the European Commission. ODYSSEE has become the Commission's reference tool for monitoring energy efficiency in Europe.

Decentralised data collection

The collection of data is decentralised. Some 1500 items of data are needed to calculate the indicators. Each national team (usually energy efficiency agencies) is in charge of providing the best data available. By relying on specialised institutions with a strong expertise in energy consumption data and related statistics ODYSSEE has access to the best and most recent data or estimates available for each country.

Technical coordination is ensured by ENERDATA (Grenoble) which contracts with the German research institute FHG/ISI for part of the work. This coordination framework is designed to propose methodology for defining indicators and to manage the database.

The data input format is sent on diskette to the national teams who return them completed with their data.

The technical coordinators draw up a report on the quality of the data received. "Quality" indicators for data collection have also been established.

A project based on transparency

· all partners have access to the data supplied by the others
· sources are cited, and are verifiable
· indicators are calculated using computerised procedures with explicit algorithms
· the methodology (definitions, calculations, interpretation) proposed by the coordinating team is discussed by all the partners in seminars to reach a consensus.
