The ODYSSEE database compiles some 1500 pieces of information, some related to energy consumption (price information by type of energy, sector, usage), others to technical implementation and sector of activity (equipment, production, GDP, value added by sector, etc.)

The objective is to calculate energy and CO2 efficiency indicators from raw data.

"Official" data such as energy balances do not furnish sufficiently detailed information for this task. Other "semi-official" information must be used, such as energy consumption for heating, obtained from institutes, universities or experts, or based on the best estimates possible.

The number of automobiles or total cement production are figures that are readily available in national statistics, but information on the number of cars by type of fuel or cement production by type of process is available only from specialised sources, that are scattered throughout a wide range of sectoral bodies (public service offices, professional associations, private businesses, etc.).

Centralised at ENERDATA, the ODYSSEE database includes all the data needed to calculate energy efficiency indicators for the countries of the European Union, plus Norway, Hungary and Bulgaria. The data and indicators are compiled in three files:

· the raw data file, containing the data as supplied by the national teams,
· the secondary data file, containing harmonised data,
· the indicators file.
