A National Programme to improve Energy Efficiency

 


The objective of the National Programme for Energy Efficiency (PNAEE), presented in December 2000, is to help France meet its commitments to reduce greenhouse gases and become more energy self-sufficient.

The PNAEE addresses the commitments made at Kyoto in 1997. It gives concrete expression and brings a new dimension to the national plan for tackling climatic change, presented by the French Prime Minister in January 2000. The scale of the financial and human resources made available and the nature of the measures implemented mean that this programme marks a major change in direction for each of the areas it covers:
- Providing information to households and small businesses by setting up a local information network and launching an extensive advertising campaign in order to explain key issues in energy management and to advise on the “good habits” that people should acquire;
- Developing combined road and rail transportation (with the objective of doubling rail freight volumes over the next ten years), as well as implementing mobility and transportation plans for towns and businesses (developing public transport and cleaner methods of transportation);
- Increasing the use of renewable energies (large-scale development of wind-generated power, which should be increased by a factor of 100 over ten years, promoting the use of solar energy for hot water production, extending the use of communal and industrial wood boilers as part of the wood-energy programme...)
- Using high-leverage financial procedures throug partnerships with banking institutions, thereby creating new methods of funding for small-and medium-sized companies and industries. Activities in the housing sector are also being intensified. In particular, new regulations on heating significantly increase energy-saving requirements (+20% in the residential sector and +40% in the service sector). Each Government Minister will also present a programme for reducing the energy consumption of his or her administration.

 

ADEME is responsible for supporting the implementation of these actions. It has been granted substantial additional resources: the creation of approximately 100 positions and an increased energy management budget (€ 183 million in 2001) for this purpose.
