Newsletter : What are the strategic orientations ADEME has
chosen for its international projects ?
Dominique Campana: The international strategy committee has
defined several priority goals. First of all there is our
contribution to implementing the Rio and Kyoto agreements,
in particular by our involvement in organising events in 2000,
wich will include a seminar on policies and measures designed
to reduce greenhouse gas emissions, and also the international
conference on technology transfers. Next comes the consolidation
of ADEME's role at the European level. We will further develop
our work under the auspices of EU mechanisms, specifically:
- our activities promoting European programmes and project
assistance in our capacity as national contact point for the
“ Energy, Environment and Sustainable Development programme
” under the 5th R&D Framework Programme.
- our assistance activities in Central and Eastern European
Countries, in the form of institutional support programmes
in environmental fields with Poland and Hungary. These support
programmes will enable these countries to bring their regulations
into compliance with EU regulations.
How
will ADEME work outside of Europe ?
Our activities will differ from country to country: from those
where ADEME has long been active in a structured framework
of international co-operation (Mediterranean countries) to
those where ADEME works jointly with other bodies, (Sub-Saharan
Africa, Vietnam and China). In other countries our action
will be built upon co-ordinated programmes, proven technologies
and methods for the development of environmental legislation,
energy management policies, decentralised rural electrification
and composting of household wastes. We will work with a network
of partners, including local ones. ADEME also aims to obtain
co-funding from French, European, international and local
sources in order to ensure long-term viability for the results
obtained. We will continue to pursue longstanding scientific
exchange and co-operation activities with partners in Quebec,
Romania and Japan, and with multilateral partners such as
the Asian Institute of Technology (AIT).
What about institutional and industrial
partnerships?
While maintaining its networks abroad (Club EnR, MEDENER,
etc.), in France ADEME is reinforcing its institutional partnerships,
in particular, with the Global Environmental Facility, focusing
on identifying, organising and carrying out projects. The
agency is drawing up joint agreements and sustainable development
projects with EDF, the International Water Organisation (OIE)
and CFME-ACTIM, and the FONDEM. ADEME is the driving force
behind the ADEME International Club, made up of fifty member
companies. This organisation develops synergies and offers
to co-ordinate events and networks of specialists. ADEME emphasises
efforts to mobilise international funding, particularly for
SME/SMIs in France. This year ADEME will sign contracts valued
at close to 100 million FF (15 million Euros) from EU and
international funding. Roughly 80% will be subcontracted to
technical consulting firms.
